Before you go

The middle section of Narrawallee Beach is a designated council off leash area. From 13 July 2026 dogs may be off leash 24 hours a day during the low season, 1 May to 30 September. In the high season council's off leash guide sets restricted hours of 4pm to 8am from 1 October to 30 April. Dogs must reach the beach on leash via the Victor Avenue stairs. Dog access via the Surfers Avenue stairs is not allowed, to protect sensitive habitat. The northern and southern areas of the beach are dogs prohibited areas. Restricted breed, dangerous or menacing declared dogs are not permitted in off leash areas anywhere in the Shoalhaven.

Winter, 1 May to 30 September, off leash 24 hours in the designated middle section. Summer, 1 October to 30 April, off leash only 4pm to 8am per council's off leash guide. On leash on the access path and stairs at all times, and on leash elsewhere in the Shoalhaven unless in a designated area.

When: Any time Public beach, no gate or opening hours. The timing that matters is the seasonal off leash window, not an opening time.
Cost: Free No fee applies to the beach or the off leash area.

Worth knowing before you arrive

Do not use the Surfers Avenue stairs with a dog, council specifically excludes that access
The northern and southern ends of the beach are dog prohibited, so know where the designated section starts and ends
Shorebird nesting habitat, so keep dogs off the dunes and away from fenced or signed areas
Summer hours are restricted and council states off leash areas are regularly patrolled with on the spot penalties
Open surf beach with rips, and there is no patrolled swimming here for you or the dog

About Narrawallee Beach Dog Off-leash Area

Narrawallee Beach runs north from the inlet near Mollymook up towards Buckley's Point, and Shoalhaven City Council has set aside the middle section as a designated dog off leash area. Arrangements changed on 13 July 2026, when council moved the middle section to 24 hour off leash access through the low season from 1 May to 30 September. Outside that window the older restricted hours in council's off leash guide apply, so summer visitors get an evening and early morning beach rather than an all day one. Access matters as much as timing here, because council permits on leash dog access via the Victor Avenue stairs and specifically does not allow dog access via the Surfers Avenue stairs, which protects sensitive habitat behind the dunes. The northern and southern ends of the beach are dog prohibited, and this is shorebird country, so the signs at the access points are the final word.
